Over 50 residents attended two public workshops on June 16 and June 19.  After a brief presentation on current solid waste activities in Ontario County, participants had the opportunity to recommend policies, programs, and action items to advance the county's waste hierarchy.  The waste hierarchy defines the following priorities: 1) first, to reduce the amount of solid waste generated, 2) second, to reuse or rebuy material for the purpose for which it was originally intended. 3) third, to recycle material that cannot be reused, 4) fourth, to recover and renew, in an environmentally acceptable manner, energy from solid waste that cannot be economically and technically reused or recycled; and 5) fifth, to dispose of refuse that is not being reused, recycled, or from which energy is not being recovered , by land burial or other approved methods.

The workshop exercise involved participants rotating among five facilitated stations and providing input on the 5 "R"s: Reduce, Reuse/Rebuy, Recycle, Renew, and Refuse. PROJECT OVERVIEW

The residents, businesses, and institutions in Ontario County currently produce hundreds of tons of solid waste every day.  The question about what to do with this waste, now and in the future, creates the need for a plan such as this one. 

 

The purpose of the Solid Waste Management Plan (SWMP) is to:

1)       provide the county with a program of solid waste management improvements;

2)       serve as a countywide framework for the coordination of solid waste management;

3)       establish countywide solid waste goals and objectives, including an overall waste reduction goal and a plan to monitor progress toward the goals; and

4)       satisfy state law requiring the development of a waste reduction plan for the county. 

 

This SWMP will provide Ontario County with policy and program direction for the next decade.  Local municipalities, the New York State Department of Environmental Conservation (NYSDEC), private waste haulers, private facility owners, businesses, and residents are all part of the solid waste management system.  The complex mix of public and private involvement in Ontario County makes cooperative planning essential.  This SMWP provides a unified blueprint to ensure that the efforts of all parties are coordinated.

This SWMP addresses:

  • municipal solid waste (MSW);

  • non-hazardous industrial waste*;

  • construction and demolition debris (C&D); and

  • municipal sewage treatment plant sludge.

 

*It does not address hazardous waste from large-quantity generators or special industrial wastes.

STUDY AREA

The Planning Unit addressed by this Plan is Ontario County, including its cities, towns, villages, residents, businesses, and operations therein.  This Plan also includes programs and facilities that in some cases are located outside of the Ontario County boundaries, which may impact activities inside the County.  All of the programs, services, and facilities related to solid waste management and disposal are addressed by this Plan, including waste reduction, transfer, disposal, and collection.

PUBLIC OUTREACH

This SWMP is being conducted by and at the direction of the Environmental Quality Committee (EQC), a subcommittee of the Ontario County Board of Supervisors.  Regularly scheduled committee meetings have been held throughout the course of the planning process.  These meetings are open to the public.

 

Ontario County staff has prepared a multi-phased public involvement plan for the SWMP.  In the first phase of the planning process, an analysis of existing conditions was completed.  This effort included targeted outreach to NYSDEC, MSW and industrial landfills, MSW transfer stations, haulers, local industry, and local municipalities. 

 

Next, after reviewing the results from the existing conditions analysis, the EQC held a Committee public workshops were held to identify and narrow a list of countywide issues.  The purpose of the workshops is to give a cross-section of stakeholders (from the county solid waste community and the general public) the opportunity to express particular interests and perceptions of the countywide solid waste system and to help identify key planning issues to address in the SWMP.

Ontario County staff will prepare a summary responding to the major themes identified and detailing revisions to be made to the SWMP based on public input. Ontario County staff will review all comments and provide responses to those that had the most direct connection to the SWMP.

 

In the third phase, after comments from these meetings and public outreach are incorporated, a final plan will be developed for final review and adoption by the Board. A formal public hearing will be held. Opportunities to comment on the complete SWMP will be publicized through advertisements placed in local newspapers.  In addition, the public comment opportunity will be noticed on the Ontario County website.  After the public hearing, the Board will adopt the Ontario County 2010-2020 Solid Waste Management Plan.
