What is the “Hopewell Complex”?

Commonly referred to as the “Complex”, the County’s property includes two parcels that total almost 195 acres in size.  The Complex is located on County Complex Drive (South side of Co Rd 46) and County Road 48 (North side of Co Rd 46) in the Town of Hopewell.  The Complex currently includes 17 buildings, built between 1920-1998.  

 What is the Plan?

The Ontario County Hopewell Facilities Master Site Development Plan is a comprehensive update of the Hopewell Site Long Term Master Plan, completed in 1987 by Haeber Hares Glavin.   This earlier plan reviewed the general deficiencies and limitations of the Hopewell Complex; and analyzed existing traffic patterns, structures, utilities and parking needs.  That Plan’s emphasis was to determine the location for the new Human Services Building.   

Recognizing that significant development has occurred since the 1987 plan was adopted, the County Board of Supervisors had determined that an updated plan is needed to --

·        Ensure that future development occurs in a proper and fiscally responsible manner, and

·        Occurs in a way that respects its physical and surrounding environment 

What is the Current Status of the Project?

June 20, 2002

The County Board of Supervisors passed a resolution establishing itself as lead agency for the environmental review of the project.  The Board, as lead agency, has determined that the action of adopting the master plan may have significant environmental impacts and, therefore, a Draft Generic Environmental Impact Statement (DGEIS) will be prepared. 

The Board will conduct a scoping process to identify potentially significant impacts related to master plan adoption and implementation that are to be addressed in the DGEIS.  A public information/scoping meeting will be held on July 16, 2002 at the Ontario County Safety Training Facility, 2914 County Road 48, Town of Hopewell, at 7:00 P.M.   Written comments are also welcome from those who cannot attend the meeting, or who may have additional comments following the meeting.  Written comments may be submitted to:
