Sheriff Henderson announces arrest in Phelps homicide


An arrest has been made in the death of Jean Carlos RentasFigeuroa, 28 of Rochester, who was found dead on August 13th on Rt. 96 in the Town of Phelps. Omar Antonio Martinez-Salome 28, of Rochester is charged with Murder in the second degree. A second suspect is being held at the Monroe County Jail on an unrelated charge and his case will go to the grand jury. The victim was shot with a single gunshot to the head, during the evening of August 13th, and his body was left on the shoulder of the highway.  

We know that everyone was anxious about the case but please know we worked around the clock to solve the case. The deputies, investigators and other law enforcement agencies that worked this case put many hours of time into this investigation as well as piecing together what occurred on that night, leading to the arrest. 

It appears that this case was directly connected to drugs. The arrest of this defendant along with a second in the near future sends a very clear message that this type of crime will be aggressively investigated and prosecuted in Ontario County and people committing this crime will not get away with it. Our agency is committed to fighting those who wish to sell drugs in this county. We are seeing too many other crimes, and loss of life due to overdoses coming from the drug problem and it is directly impacting Ontario County. The men and women, along with myself, who work for the Ontario County Sheriff’s Office are committed to continuing to fight against those individuals that are affecting the
quality of life here in Ontario County. We will not stop our efforts until our streets and highways are clean from drugs!  

I would like to personally thank the Rochester City Police Department, New York State Police, Drug Enforcement Agency, FBI, US Attorney’s Office, Wayne County Sheriff’s Office, the public that called in leads and the media outlets. All of those listed played a role in the arrests of these two defendants.  Omar Antonio Martinez-Salome is being held in the Ontario County Jail with no bail, until further proceedings.  

The Ontario County District Attorney’s Office has been working with the Ontario County Office of Sheriff and the investigation is ongoing with other arrests possible.

We are still asking the public for assistance in locating the victims vehicle, which was used in the commission of this crime. The vehicle is a 2007 Acura, New York Registration JGF-4990. Any information into the location of this vehicle can be reported to the Ontario County Sheriff’s Office direct TIP line at (585) 296-4152.
